Guestion on # of hooks

Fishing on outside of Vancouver Island. Been reading through the regs and it states only 1 hook per line except 2 hooks may be used if using them to hold on bait.....cut plug I would assume.
My question, is running bait in a teaser with 2 hooks not allowed ?

Running a trailer hook is all fine and dandy. I had a couple fisheries officers stop in at the marina I work at....so I got a chance to ask a bunch of questions to save myself from some unknowingly wrongdoing. They said running dual trebles is fine as long as they're barbless.
I've been running two of those Maruto "semi barbless" singles so I grabbed some of my setups to show them and get their opinion. They gave me the green light with those hooks.
 
It is my experience that two singles yield a much nicer roll of the bait than either a single treble or treble with single trailer. I bury the front where you would bury the treble & let the back hook trail free. Size 5/0 seems a good size. 30# line seems a good compromise. FYI here in the state's trebles for Salmon are illegal.
