Tackle and Gear Debris in the Ocean

I pulled up this mess today with my anchor out near Albert Head near Victoria. First thought was that I had just unplugged all of Victoria, but it was clearly just a tangled mess of cable, with cut ends. Made a mess in the bottom of the boat, but its now out of the ocean. Also, the anchor was also tangled with some material, kind of like women's stockings. Not the first time we've pulled up that stuff, am curious about why that stuff is on the bottom of the sea. Any ideas?

Interesting FS, hadn't heard of that before. And just realized I posted under tackle and gear debris, not the general debris thread I had read at one point not long ago. But perhaps the stockings make it relevant here. The wire.....not so much.

Albert head...military base close...I have heard stories of them dumping stuff back in the day. Scary! Could be anything out there?
