Yamaha 9.9 tiller arm nut removal?

Hey does anybody have any tricks to get the nylock type nut for the tiller arm on a early 2000s 9.9 high thrust , it has 2 notches in it and the dealer says that they just use 2 punches and a screw driver to remove it... seems hokey to me but who knows lol

I got to replace the shift cable on mine. And the tiller needs to be removed in order to fish the new cable into place.

I think I just loosened it with a punch then used water pump pliers to get it off.

Went through the same thing twice. What a dumb design. First the throttle then the shift lever. Mine was welded on with rust, boat mechanic told me to just use a dremel to cut it off thats what they do to save time. Worked as suggested,
