My understanding is that if it is only anchored - and not a hazard to navigation - and not subject to by-laws or regs from the Canada Ports Act or the Transport Canada Vessel Restriction regs - yes is the short answer.
Shore tenure and tie-up is a separate and Provincial issue. Fish habitat referrals to DFO is another.
File a complaint with Transport Canada. Nothing might happen, but if you don’t complain you can be sure nothing will happen. If they have a formal complaint it’s tougher to ignore and frankly they probably don’t have the manpower to find problems on their own.
Yes technically you are right AgentAqua , The dock cannot be attached to the seabed with a mooring chain only an anchor and be there for a short period of time. (that period was defined by the BC supreme court as 4 days of the month).
But the reality is people are setting up floating homes for all the obvious reasons , and no one is enforcing the actual rules. here is some reading regarding the issues if anyone is interested.
