Grady Gas tank cover screws

Is it normal to not have any sealant on these screws that screw in the hatches that cover the gas tanks? Seems like a logical place to not have water intrusion? 1000020817.jpg
 
when I replaced my grady gas tanks, I squirted silicone in all the holes before tightning. It wasn't there before
 
Suppose to have s seal that runs around the edge underneath the cover that covers the tanks

Just redid my tanks, none of the screws had anything under them. I did replace the seal though, was all pretty dry for the most part
 
I replaced mine and used Sitka in the hole before I put the screws back in, same here panels are still solid
