They do. But the owner should check that they have

Owner/builder pull the permit for the entire project.
But, plumbers and electricians do take care of their own permits and inspections (should be listed on their quote.)
Builder calls for all other inspections along the way. Both municipality and the structural engineer check off on things like footings and foundation walls (pre pour) as well as sheathing nail pattern, framing etc. Municipal inspectors want to see many other aspects such as insulation, water connection etc etc. Consult your municipal building code for their specific requirements.
