What type of thru hull fitting is this?

I’ve had this 1989 Grady White Sailfish 25 for three years now. I’ve changed every thru hull except for one… I have no idea what this is… do you?

It is connected to a short black hose which is capped off, so not in operation…

I think you are all correct. That’s definitely it. Not sure why it’s there… I know where the fuel tank vents are.

Maybe a once upon a time hot water tank? The boat has hot and cold water faucets, but only cold plumbed in.

My fresh water tank vent is like that
