Scotty Locking Plates lock Selection

Look for Abus locks.
I've had on boat for 6-7 years.
I use brass ones with stainless (I think) shackle. Stuff them with Vaseline or grease annually for extra protection.
When I bought them they came in a package of 3, all keyed alike, so you only need the one key.
You may have to go to a locksmith shop, not usually in the big box stores.

Whatever you do don't look @ Youtube videos of how easy it is to jimmy/break open those little padlocks.
 
Not a lock out there that can't be picked or cut, but you can always use a combination lock with no key, at least that stops the lock pickers.
Abus does list a brass combination lock , 1801B, with an 8mm shackle, but I have no personal experience with it. It is rated for marine environment.
I'm sure there are others out there.
