How to catch starry flounder in the shallows?

im not super familiar with tides/tidal exchanges but as far as i know that place is all sand right up to the wall right?

Although at high tide the beach is comprised of small stones, the sandy part should be easily in casting distance at high tide
 
Or drive down to Rathtrevor. I have caught flounder there (a lifetime ago).

Ill definitely give that a try. Im also looking at a fishing kayak so that will probably help as well to reach sand that is difficult to access
 
When we fish herring off the dock we bait up a second rod with a small piece of herring and just toss it out and leave it on the bottom. Jig herring for a while and pull in a flounder every few minutes. Had a wash basin full one year, covered in snow. 6 hour later put the basin in the sink and mistakenly turned on the hot water tap. Flounder scooting all over the kitchen.
