Help Identifying Fly Reel

Picked this up near Kamloops, just wondering if anyone knows the make/year. Seems to still work fine. Been told it may be English or Scottish

looks to be an old scottish spey rod. some snooty upper crust railroad tycoon used that for atlantic’s in the chalk rivers of the old country. i had an old creel that would have looked perfect as decor with that thing
