harvesting in closed area

I just run into 3 people with 6 buckets harvesting clams in a closed area at Saratoga they said they had a permit to harvest food for the aquarium in Campbell River I call DFO to ask if they would issue one of these permits but gave up at the leave a message what goes anyone know?

All you can do is call RAPP anyway, so you might as well just report them, along with their story and leave it at that.
Personally investigating and confronting them will most likely just end up with you in trouble and them getting away Scott free anyway

Your right that is what I should do it never goes well to confront people I have done it before and I always get mad or feel bad.
