You can; just not at low tide. We put in our 20 footer there just a couple weekends ago, but did so at low tide and it was tight.. depth sounder was registering less than a foot of water.
A word of caution though, on the right hand side launch the concrete slab ends abruptly in the water and there is a large deep hole right off the end of it. We managed to drop our trailer and boat in to is as you can't see it given the water is so muddy. I'd recommend if you use that launch you do so at high tide.
