An interesting look at the potential for increasing Halibut allocation to the rec sector utilizing the CATCH Program (see post #29). Obviously, due to Halibut cut-backs, guides/lodges/recreational fishers are trying to figure out how to increase harvest limits by purchasing commercial IFQs. Unfortunately, there is a lot of in-fighting along the way.

The American sector is feeling the sting of lower catch limits, just like Pacific fishers too. This is not the first time lower harvest limits have been imposed by DFO. Conservation of the stocks in the short-term has over the long-run often led to increased harvest limits. A prime example is the Straight of Georgia Ling cod stocks, I once thought that harvesting these feisty fighters would never occur in my lifetime again
(You know the theory, DFO takes away and never gives back... it is not always true).

But, with some short-term patience and sacrifice can hopefully lead to long-term gain. Food for thought!
