Bottom line is what is more efficient to address the problem? One way or another the cost will be passed on to the consumer as that's how the economy works. The trick is to do it at the least cost while still have the effect you desire. (bang for the buck)
It reminds me of back in the day when we debated the GST to replace the manufacturer's tax. Most folks didn't even know we had a manufacturer's tax so they just assumed that it was a new tax. The manufacturer's tax was hidden like a secret tax now called for by the new conservative thinking. This would not cut mustard with many old school members of the conservative party. In fact I know of one that's loud spoken in her criticism, Kim Campbell.

Kenny is proposing a charge on the high emitters and the money put directly back into research and development. As opposed to your Communist friends who use it as wealth distribution to keep its minions fed. They charge you $100 and give you back $50. That math makes sense to you doesn’t it, you think your money ahead cause you can get a check in the mail.
