Looks like it’s for a piece of shrapnel when the lower unit is breaking… lol jk but in all seriousness I would think that shouldn’t be there … I’ve never seen or had a hole like that on any of my outboards before

is there one in the other side?? Maybe it’s for speed?

I believe that’s your lower case drain hole. Just in case there is a small leak in your water pump seal or oil seal this will allow it to drain out. More important in areas where severe freezing takes place during winter.
