river otters

when u are fishing smaller streams for steelhead this time of year when the water is low, and you see a big river otter ripping around your favorite pool is do you think all the fish are spooked?

I've seen otters blow through schools of coho, and seen the fish with big bites and gashes after. Seems to me the bite was off after that. But with vis that good, the bite was probably off anyway. As for otters and steelers, I have nothing helpful to offer, although from time to time if I know there are fish and they won't bite I chuck in a rock to get them activated. This has worked, so maybe the otter is a good sign?
 
The good ol rock trick. Just like a boat, kayak or raft going through a hole. Gets stale/hunkered down fish active. Stirs them up then when they resettle the bite turns on. A river otter would have the same effect.
