ive never tried this before but i just made a minnow trap and want to catch some minnows, freeze them, and use them for bait on a later day. is this legal ?

Thawed bait turns to mush PDQ unless it's quickly brined upon thawing.

Minnow traps as they are used in freshwater aren't all that effective in salt except for small Crabs-lots & lots of small Crabs often Red Rocks.

I would think no. Fin fish need to be on hook and line.
Same with ditch eels, we use to trap them but they now enforce the hook and line rule.

Not so sure about that Canso. Guys are out from Kits to Spanish banks all the time with a smelt net taking smelt and shiners by the bucket full, so I am pretty sure you are all good Shark.
