There is not an explicit requirement to have paper charts on board.

(2) The master and owner of a ship of less than 100 tons are not required to have on board the charts, documents and publications referred to in subsection (1) if the person in charge of navigation has sufficient knowledge of the following information, such that safe and efficient navigation in the area where the ship is to be navigated is not compromised:
(a) the location and character of charted
(i) shipping routes,
(ii) lights, buoys and marks, and
(iii) navigational hazards; and

don't be overdriving your headlights-you should be able to stop easily with the visibility you have in the fog and don't forget your horn to wakeup that dolt who is driving too fast
 
In the fall of 1986 I was heading to Vancouver on the freeway somewhere near Abbotsford. It was about 1am and so foggy you could barely see the tail lights of the car ahead of me. Needless to say, 35kmh was about as fast as we were moving. Someone passed going about 50kph and I just had time to say that guys going too fast when a guy going at least 100kph flew past and rear ended the guy who had just gone by. It was Insane. Cars were flipped over on there sides. People were screaming and bleeding and it was a job trying to keep everybody off the highway. Cars just kept coming and swerving through the wreckage. Worst injury was the guy who was rear ended. Permanent back injury. The guy who caused it all was unhurt. Pie eyed drunk though and tried to beat up the guy he just rearended. Who in turn had hit the car in front of us. My buddy who is slightly crazed and a damn good boxer clipped his ears for him. He was a good boy after that. Then he tried to press charges against my buddy. Cops threw him into the back and took him away. Never heard anything more about it. Fog and speed (and booze) nearly killed a guy who was headed home from work minding his own business.
