Yes that would be a general alarm. Kind of odd to actually use the ships whistle while in English Bay if it’s a drill! But, if there wasn’t commotion following it then I’d guess you’re right and it was an over zealous or enthusiastic drill...
there was a man over board last night in English bay #9 that would be your answer. Also a mayday on the radio. At first they thot he had fallen overboard,
apparently a crewman had jumped ship and swam ashore, he was found by the RVYC and cops showed up.
Haha.....I was at home and heard them yesterday morning, figured "someone is doing something really wrong". I have always heard them stop at 5 and also noted when that ran to 7 or 8.
