I agree with you. There really is no teeth to these numbers. As this is a Federal publication, does anyone know who actually sets the numbers? They appear in court and then is it solely up to the court to decide an arbitrary number or is there a preset range of fines per offence?

My point is, to whom do we recommend increasing the penalty?
 
If there is a commercial, ie money making, component to the offence, the fine is usually much stiffer.
That can be found to be true in the published list.

BC courts operate on the step wise sentencing principle.
Each subsequent sentence will be greater than previous.
Both sides make argument in court as to the sentence.

Mandatory minimums are not good things.
