Why do I have scroll bars on threads now

I know its in my settings but the older I get the more I forget.
somehow I have changed a setting so that now when viewing threads I see scroll bars from side to side and up and down.
someone help a dumb@ss out will ya

its not only in my posts but most all others too, I'm on the laptop now and no issues, its only on the desktop.
I'm sure its an IE issue, I had to reset IE defaults today and now cant figure out what to change back to get rid of the scroll bars

see now I'm only seeing it in my original post, the last 2 posts here are normal,

Ok just checked a bunch of others and it happens to the first post in every thread and the first post of each page on multiple page posts, each post afterwards is normal
not just my posts either but everyones

I am getting those same sliders and it is annoying as hell !!!!!!!
