I live right where the referenced article talks about. The data & theories are very "cherry picked". Total quota figures are for WA state as a whole. Aerial/creel surveys are for inside waters only, where an extremely small percentage of total WA Halibut catch occurs. I would agree that the survey methodology is probably highly inaccurate for inside waters, but highly accurate for the ocean where most of the catch occurs. It's like comparing Halibut caught at Victoria with WCVI.
