going to cortes this weekend, do this mean that these clams are off limits, but all others are OK?

The closures you have found appear to be from the "sanitation" poop in the water list.
The above link is for biotoxins such as PSP. See a lot of people letting their dogs run at Manson's lagoon, which is usually open.
I'd go to Smelt Bay.
Butter Clams are not open because they retain PSP more than the other species.
