Salvaging unmarked Shrimp/Crab Pots

In a Hypothetical situation, where there were 2 Shrimp traps with floats that bear no identification, that have been in the same location for over 2 weeks, and the floats get submerged when current is pushing, and you had already lost a downrigger ball because of that, what is the law on salvaging said trap, as it is a definite hazard to navigation, fishing, and safety?

It would be located within a 100 feet of a rock cliff, and if you manage to catch your inboard leg on the line, you could crash up against said cliff....

Also, some guys like me put id and phone number on the bait box in the trap.
If you find something phone him or post on a couple of forums

yup.. clean em up ,, if no I.D., poaching. and if they got i.d. in the trap then for sure call em!!
