RCA's, are salmon finfish by definition or not?

In reading the new format regs. http://www.pac.dfo-mpo.gc.ca/recfish/default_e.htm the definition of finfish seems to exclude salmon. Just would like some opinions. What do you think? If so, how does that effect fishing for salmon in RCA's [?]

This link hows allowable activities in a Rockfish Conservation Area and only Commercial Fishing can use a net. Recreational is
Invertabrates by hand or diving
Prawns and Crab by trap
Smelt by gillnet
