Please check out this information update as to the Canadian 2014 Halibut TAC from the IPHC Meeting currently going on in Seattle.

Unfortunately the update is not fully accurate. The Canadian side put up an amendment to another areas motion to roll over last years number of 7.04. The amendment passed unanimously on the Canadian side but failed on the us side with a vote of 16 against and 12 for. Cross your fingers our commissioners stand strong.
 
Thanks f4all. Fingers, toes, eyes and legs crossed. It will be a tough road. IPHC science came well prepared to pound on us. Read all their voodoo science crap. They are pitching this 3 model average thing and tugging at the heart strings of reduced spawning biomass. Ugly situation because their threat is we will remove too many females in a time where recruitment is very low resulting in a further collapse of the fishery. Ugly.

This is correct.

What is not yet clear is whether any particular measure passes Conference Board by simple majority (in which case Canada will nearly always be outvoted) or requires a majority in both countries. Another Governance document is itself circulating in draft form that attempts to address these questions.

At the end of the day, the Commissioners will do what they decide, notwithstanding advice from CB and PAG.

Lots of science indeed. Very difficult to get a handle on exactly how good the data and models are. But the question is, who has any better tools? If so will they please step forward.
Meantime the "Blue Line" does seem to be a bit of a "blunt instrument" since biomass trends in each of the areas seems to be on totally different tracks. Time to get a bit more granular and set TAC area by area, which is in fact what Conference Board tried to do. Not sure who is listening though.......
 
Couldn't agree more. Blunt instrument indeed. I spotted one small glimmer of hope buried in there. It was discussion on Area specific modeling and TAC assessment. That would be a breath of fresh air especially given trend data for our area which is very positive. Like it or not some of the management measures on commercial and rec side are helping. It is a recruitment problem.
