Passenger for hire regulations in Canada

Is there an equivalent in Canada to the regulations in the US that define the criteria to be considered as taking passengers for hire, protecting against unlicensed charters or guides?
 
You must have:
Ticksts
MED A3/SVOP/ROC-M/Marine first aid

But before you get these tickets you must register for Canadian Document Number(CDN)

Your boat must be Registered Federally

Have transport Canada compliance

If your vessel is not Made in Canada or does not have a Transport Canada stability decal due to age it must get a ISO 12217 Stability Calculation done. ($1000.00) Does anyone know of anyone doing this in Victoria?

And get insurance unless your a gambling man.
