Well given they can’t identify owners of abandoned boats now, how’s this going to help! Do they think by charging a fee is going to increase compliance?
Largely people don’t fill in the paperwork to transfer the license on purchasing, to avoid having to pay purchase taxes .I can’t see this working without stepped up enforcement and penalties ( which should be happening now), which will likely not happen. No one is going to happily pay a license fee and given the success they have had ensuring new owners are the current license holders, when licensing is free, good luck. This is simply a cash cow that the honest folk who play the game and are responsible will pay and TC knows that. A tax on the honest!
