The dog beach is right below the UBC Endowment Lands, so maybe it was the UBC RCMP?
 
Ah. I thought it was the Kits Beach dog park in my hood but was looking at the trees to the left and it wasn't quite jiving.

I thought exactly the same, that would be one hell of a Ram to have made is over all those logs only to get stuck at the waterline.

Maybe the seadoo broke down and that was the only point of retrieval?...blah never mind.
