How to protect your outboard motor?

Been reading about a lot of kicker thefts. Pretty sad state. Seems most common locks just slow down thieves. Just wondering what practical/mechanical ideas are out there for reducing the risk of theft (other than welding it to the boat-lol).
 
I have the large steel lock that goes across both clamps, lower holes are through bolted with the largest bolts/nuts possible, then I weld the nuts on...have had my last 2 boats like this. both have had attempted thefts...but like mentioned it just slows em down, if they really want it, they will get it

right. sawing off a kicker bracket would make short work (or the fiberglass on that boat) of the lock. but i still dont understand how they could do these on boat docks etc in broad daylight.
i can understand if these were done over night in the driveway or whatever - mine is behind a 6ft fence with cameras and motion activated lights so i dont care.
