I've been fishing Lake Cowichan pretty damn successfully over the past 15 years or so, and feel I can say with confidence that based on my experience, bait is TOTALLY UNNECESSARY there unless you're a complete moron.
3 inch Tomics work well (try the 232 and remember its also single hooks only). Fish 'em without any weight, about 100 pulls cack from the boat - thats right, about 100 pulls. You need to keep your gear well back so the fish have time to "unspook" after you troll over them.
Chrome and blue, Chrome and green, Party Girl, Cop Car, Nasty Boy and Pink 3.5 inch Coyotes have also produced well for me. Either fish them 5 feet behind a small gang troll with no weight (40 pulls) or with a couple of split shot and no gang troll (50 - 60 pulls). Watch the inside rod on a turn so you don't get hung up. Troll as fast as you can and still keep your gear down. Use good swivels.
One of my faves is the old Ross Swimmertail in the 3 inch model that looks exactly like a little Kokanee. One or two splitshot, about 75 pulls back and HANG ON!
The Lake can be a lot of fun. Rememr to let the big ones (over 50 cm) go. This weekend you might need an icebreaker in order to get out there though. I think I'll wait 'till it warms up a bit. Good luck....
