the season should start with what we had last season..any changes that are determed for this coming season would not take effect until April first with the new licences....

Fishery Notice - Fisheries and Oceans Canada

Subject: FN0023-RECREATIONAL - Fin Fish (Other than Salmon) - Halibut - 2015 Recreational Fishery Opening Date and Management Measures in effect until March 31, 2015

Coast wide:

Open time:
Effective at 00:01 hours February 1, 2015 fishing for halibut will be opened
coastwide until further notice.

Further updates on the fishing regulations for April 1, 2015 will be provided
in February following meetings with the International Pacific Halibut
Commission (IPHC) and the Sport Fishing Advisory Board (SFAB).

Licensing:
The 2014/2015 Tidal Waters Sport Fishing Licences and Conditions of Licence
remain in effect until 23:59 hours March 31, 2015.

Limits and sizes:
Effective 00:01 hours February 1, 2015 until further notice:
- The maximum length for halibut is 133cm.
- The daily limit for halibut is one (1).
- The possession limit for halibut is two (2), only one (1) of which
may be over 90cm.
- The annual limit is six (6) halibut per licence holder, as set out on
the 2014/2015 Tidal Waters Sport Fishing Licence.
- All halibut retained by the licence holder shall be immediately
recorded in ink on the 2014/2015 Tidal Waters Sport Fishing Licence. The area
from which each halibut is caught and its length shall immediately be recorded
on licence.

The exceptions to these openings are:

Areas 121:
No person shall fish for or retain halibut, rockfish and lingcod in Area 121
outside the 12 nautical mile limit seaward of a line that begins at 48 degrees
34.000 minutes and 125 degrees 17.386 minutes W and continues south easterly at
a bearing of 116 degrees True to a point at 48 degrees 28.327 minutes and 125
degrees 01.687 minutes W.

Area 121:
Closed to all finfish, year round in the waters of Swiftsure Bank, inside a
line from 48 degrees 34.00 minutes N and 125 degrees 06.00 minutes W, thence to
48 degrees 34.00 minutes N and 124 degrees 54.20 minutes W, thence to 48
degrees 29.62 minutes N and 124 degrees 43.40 minutes W, thence following the
International Boundary between Canada and the U.S. to 48 degrees 29.55 minutes
N and 124 degrees 56.20 minutes W, thence in a straight line to the point of
commencement.


Non–residents of Canada wishing to fish for and retain halibut in Management
Areas 121, 23 and 123 must purchase an electronic licence through a Canadian
vendor.

not really.... There can not be any changes until the new salt water licence issued..anytime we make a change it becames a condition of licence...
 
Sorry I miss read what you had posted. I read it as you had implied that the LBS caught from feb to April would come out of last years TAC.

My bad! totally makes sense on the second read.

That was done to get us closer to using up most of our 2014 quota. This is now 2015. Licenses go April to April, quota goes Feb to Dec.

That was part of the Regulations options adopted for 2014, including a Feb 01 start. The reason we could not initiate the Feb 01 start in 2014 was simply as Derby stated - it is a condition of licensing and the licenses run April 01, 2014 to March 31, 2015.

The purpose was to ensure that once we knew the outcome of the fishery after August, that an assessment could be done to determine remaining available TAC, and if possible open up the fishery to more retention. July and August are really large catch months, so depending on fishing conditions we can chew through a fair bit of TAC. So the reason for waiting until the end of summer is to allow a full fishery during the popular fishing time, and then once we safely fished through the season use up remaining TAC with full knowledge of the catch to that point in the season. There are of course other choices which present different risks to being able to get a full season that at least allows a fishery until the end of August. We will have to see what the IPHC TAC allocation is after January 30.

The Canadian TAC for 2015 will not be determined until after the IPHC meetings January 25 - 30, with the announcement coming January 30. The current IPHC science blue line will reduce the Canadian TAC from 7.78 million (2014 status quo) pounds to 5.78 million pounds (blueline IPHC recommended).

Not to be alarmist, this is the same basic recommendation made in 2014 by IPHC science. The Canadian Conference Board members successfully positioned a case for the larger 7.78 mp TAC last year, and no doubt this will be part of the discussions at the IPHC table.

Fingers crossed we do well at the IPHC meetings.
