what part of the transom has the rot? Any idea the source of the problem that led to rot in the stringers?

No idea call my buddy his number is in the ad. I can tell you besides the rot and motor issue the boat is in great shape. Nice Kicker with easy steer, good canvas, good trailer. He got this boat 8 months ago with no idea of any issues, he took it in for a service last month and that's when the local mechanic found the issues. He is walking away from it.
