I've pointed out a small fuel spill to transport canada in the Victoria harbour and the response was basically "it's small enough to disapate without any paperwork" and "I can't tell which commercial boat did it so I won't even get out of my boat to ask." That incident combine with the barge recovery planning delays on Dallas road, shows the government has no idea about anything world class environmental response. Hate to be so negative but thanks for sharing this, I'll give them a piece of my mind.
