A good read on the 85:15 halibut decision

I read it all (well most of it anyway) and see two pertinent points - ITQ is here to stay and the Minister can make pretty much whatever decision he/she wants with very few limitations.
 
One thing I found is that dfo really doesn't like the rec sector. Of all the options mr kemp chose the best for us
 
Problem is now many have accepted the experimental. We may be hooped especially if cpl more years of size limits and more ppl using it
 
This case,the next case the appeal. the ITQ, the allocation nightmare,the trouble we will see next year and the next, the fact that they talked about a market based transfer system back in 2000 and 13 years later we are still watching it happen and doing NOTHING. This entire thing makes me sick.

I agree a very sad/maddening situation.:mad:

The whole ITQ process needs to be challenged in court as the principle of fish being a common property resource for the use and enjoyment of ALL citizens is an ancient right that was hard fought for by some of our ancestors in bringing about the Magna Carta. We the people will need to fight this one way or another as it is the Harper govt's plan to privitize most of BC's saltwater fishing and harvesting like they have done on the east coast. Time to start contributing to a war chest fund to fight this inevitable case in the Supreme Court!

IMO the ITQ is only here to stay IF we the people (and rec. anglers) allow it to stay. There has been alot of good discussion on this forum and others that say that this situation is ripe for challenging in the courts - all we need to do is have the will and raise the $ to do so - so let's do so!!!!

If you really want to get to the heart of transferable quotas, Follow The Money.

Let's open this rusty old can of worms...

Go back to the beginning, back to the mid to late 80's when the Black Cod industry first went to the quota system. Investigate who was at these meetings with the gov't. See who the main architects of the ITQ system were. Who were the only representatives invited to the round table discussions? What do these people now do for a living?

Investigate who chaired the meetings and who the gov't agents were that were present. Then see which of these gov't agents quit their gov't jobs and immediately went to work for the Black Cod Association (Slipper Skipper Association).
Transferable Black Cod ITQ's were a good test and smoothed the waves for their next take-over, control of the West Coast Halibut stocks. Now complete.

And then next..? You guessed it. Sport fish. Slipper skippers will own all the sport fish too, including salmon. This Halibut controversy is merely the beginning.

Wait until they issue ITQ's for salmon. It's coming... They'll try and dress it up real pretty but, a Ratfish with lipstick and eyeliner is still a Ratfish.
