Youth/ toddler ice skates help

Hey guys/gals-

Being in the states we are doing our best to research and try and find ice skates for our 3 year old daughter, but are having ZERO luck finding something small enough to fit her. The smallest we can find is 18.5-21cm and we need something probably closer to 15 cm. Anyone have advice or do we just have to wait until she gets older??

It’s probably like ski boots where they only go so small. I just bought my daughter (almost 3) the smallest size possible and double up socks. It worked on the trial run and maybe I’ll get another year out of them lol

Thanks guys! Canada tire seems to have some of those small ones in stock so we will give those a go.
