However, as much as you make valid points about this particular news article - it describes a situation that is but a symptom of deep dysfunction at the top end of CFIA, DFO and the government in general...
Sounds like they fancy themselves a stock market unicorn: no profits earned to date, poor prospects for success and operations are financed by repeated issues of new stock which has dropped from about $24 at IPO to about $2.30 currently and considered overvalued at that price. That's a lot of shareholder money burned up.
