Does anyone know the regulations for the REGISTRATION NUMBER on your boat. i know they have to be 3inch high but could they be any colour and be any font? thanks

Yes, I do, I own a sign shop and make many number sets for boats. As per the Service Canada site...

The licence number must be displayed on both sides of the bow in block characters not less than 7.5 cm (3 in.) high and in a colour that contrasts the background.
