Once they expired they are unreliable. I had a set about one year after the expiry that would not go off. They were the handheld shooting star (not the shotgun shell).
I just keep them. I figure if I'm ever in a position to need flares, the more the merrier. In a desperate situation I would rather have a bunch of flares that will probably work than the required minimum "fresh" flares. My recollection from discussions like this in the past is that the failure rates of flares past their expiry date is actually quite low. Just mho...
