leg spot corrosion

I have a few spots of corrosion (fine powdery crud) on my leg. What is the best way to remove and prep for priming and repaint?

Scrape through the crud till you have a good smooth surface, take a piece of Emory cloth and
sand the edges until it blends.
Get the paint equivalent and lightly build it to the existing paint level.
clear coat and good to go.
