Exactly a point I was making a while ago about having radar on your boat can actually increase accidents by giving a false sense that you can now fly around at faster speeds safely (If you don't use it effectively and don't have common sense to slow down in poor visibility)
Charter captain should know better and sounds like its not the first time he will be charged/fines for speed related boating infractions either (and apparently possibly jailed for this one) . The restaurant's insurance should go after him for repair costs and lost revenue as well.
