OTTAWA — Prime Minister Stephen Harper said Thursday the federal government will convene a judicial inquiry to investigate the disappearance of millions of sockeye salmon from B.C.'s Fraser River fishery.

Trade Minister Stockwell Day, who is also the regional minister for B.C., will be in Vancouver Friday to name the judge who will head the inquiry and to announce the inquiry's terms of reference.

The government will ask the inquiry, which will have the legal power to compel witnesses to testify, to begin its work early in the new year and report back to the government by May 2011.

B.C.'s salmon fishery has been devastated by the mysterious loss of sockeye salmon. Just 1,723 tonnes of sockeye were harvested as the fish returned from the Pacific Ocean to spawn in the Fraser River.

In 2000, more than 8,800 tonnes of salmon were harvested.

The disappearance of the B.C. salmon is all the more mysterious because, while B.C. stocks have declined, other Pacific fishing grounds in Russia, Alaska and Japan are reporting higher-than-expected harvests.

Fishers in B.C.'s lower mainland have been at a loss to explain the disappearance, suggesting the contributing factors could range from overfishing — aboriginals and Alaskans are often blamed, frequently for no reason — to federal conservation policies, to a natural disaster.

In convening the inquiry, the Conservatives say they are fulfilling a campaign promise made during the 2006 general election.

The federal New Democrats, who are the chief competitor to the Conservatives in many B.C. ridings outside of Vancouver and Victoria, say they've been calling for an inquiry for weeks.

I may be missing something here, but can anyone tell me of a good 'ole Canadian inquiry were the truth actually came out and heads rolled. Do'nt get me wrong, this is good news, I just hope it isnt a whitewash.

Yes that's what I think too, it all depends on the terms of reference for the inquiry and I have yet to see one that wasn't</u> a whitewash because it was all set up to be a whitewash.

It will be a chance for some views to be entered into the record but the results are a foregone conclusion; lies/bee ess and party politics/butt covering.

pretty obvious to me that this was coming down the pipe, and here is my reasoning, The Fed Gov gave DFO officers and Big wigs the mandate to NOT INTERFERE with any native goings the past few years as a special event was coming to Vancouver in 2010???? i wonder what??, so the Feds who didnt want any and i mean any probrems or bad press(see chubby girl not allowed in opening ceremonies example&gt;&gt; now being allowed in</u>) Obviously, the natives could really **** up a storm so the Feds have Backed off for a few years not wanting any **** storm from them,&gt;&gt;&gt; so now they propose an inquiry to which they will find the most obvious source/ contributer of the problem, Native overfishing!!. Funny how drift netting on the Fraser began in earnest 4 years ago and fish didnt come back this year, Stamp had a good return if i recall this year
 
In my opinion, fish farms along the path of salmon smolts mixed with lices is the main factor that killed most of fraser sockeye salmon. Some anglers have caught some salmon in Campbell River that were infected with lices. First Nations, and fishing sectors have raised the issue of fish farming to the government for years with no answers.
 
Anybody seen the actual terms of reference for the enquiry?
Searched but haven't found them.
From what I've seen it's strictly sockeye on the Fraser, not broad enough for what we need, but I guess it's a start.

Perhaps the inquiry will even be able to get individual DFO researchers to testify, rather than having to have everything vetted through the bureaucratic/political smokescreen that now exists.

The Terms of the Judicial Inquiry called by Prime Minister Stephen Harper into the demise of the Fraser sockeye are both sweeping and specific enough to get to the bottom of what happened to the Fraser sockeye and recommend the changes to how Fisheries and Oceans Canada is run to benefit all wild fish in Canada. We have made HUGE progress!

This means we are no longer on the outside but we cannot abandon this process, we cannot rest assured it will do what we want if we don’t stay with it. Please make your concerns known to me and the Inquiry.

This Inquiry will take 2 years and in the meantime we still need to push as hard as we can to get the Fisheries Act applied to the fish farms right now. The recent revelations around the farm salmon escape at Port Elizabeth highlight the importance of this (see most recent blog post).

So I have embedded a flyer on my blog that you can download and post. We need to see the Fisheries Act applied ASAP. I will continue to lay charges under the Fisheries Act with your financial help, but this is a stop gap effort. The government should be doing this not us! We need 100,000 signatures on our letter at http://www.adopt-a-fry.org/
