Commercial Herring fishing in a RCA??

I was just skimming through everywhere im not allowed to fish anymore and it occured to me that i saw more than a few commercial guys setting nets in a RCA. Now that doesnt quite seem right to me?

anyone care to expand?

Commercial fishing is allowed in some Rockfish areas as long as they're not targeting groundfish.

I can think of one area off the outside of Aristizabal Island where mid-water trawling is allowed but no deep water fishing.
