As the token idiot who has made an endless amount of long winded posts on this forum about ITQ’S with less than zero support or interest shown, I am glad to see this kind of stuff finally being looked at.

This little example given shows a common result of so called management tools designed by economists. And this is within the sector it was imposed on. Never mind the indirect but devastating affect it has on others who depend on fair and equitable access to the same resource.
