The operative words are "legally purchase".

At least DFO is trying but will there be any actual enforcment?

The key would seem to be to go after the Non FN purchasers. When was the last time anyone was busted for that?

While we're on the subject of FN selling fish,when the Sockeye are running in say Alberni,signs(sockeye 4 sale) are put up on roads leading - FN reserve on Esquimalt.Are the Sockeye for sale a result of a food fishery or are they proceeds of legal commercial opening.

Regardless of the real answer,going back in time,DFO must have been aware of the night time loading of tractor trailers by Fraser River FN tribes,adding to this the fish were shipped - US for futher processing.
