Your boat is way too big for you. Time to downsize to a 17.5 with an economical 90 HP four stroke.

I have the same boat in a hardtop with a stern drive 4.3 mercruiser I run a16x16 prop, at max rpm (just over red line)doing 37 mph.

Is the motor a 2 stroke or 4 stroke My sangster with 19.5 with a 2 stroke 175 cruises at 24mph at 3000rpm and tops out at 43 mph at 5000rpm 3000 is a lot less thirsty that is with a 21 pitch prop
