Who Governs/ monitors whale watchers?
Is this DFO responsibility? Transport Canada?

Is there a RAPP line to call when you see a fleet of boats breaking rules such as distance and leapfrogging?

Anyone ever seen or heard of them being monitored or rules being enforced?

DFO is Fisheries, Transport Canada Commercial Vessels...
Who for Whale watching regs?
 
DFO - primarily - however - any bona fide enforcement personnel (DFO C&P, RCMP, Prov. Cons. Serv., etc.) can enforce Fisheries Act violations - but some avoid focusing on the areas of law, jurisdiction and regulations that they are not as familar and comfortable with. TC would only normally be concerned with ship safety aspects of crewing and boat regulations. The whale watching regs are under the Fishery Act:

Falls under Fishery Act.
Which explains why it is mismanaged, not monitored and not enforced.

I started a thread to at least call out when you see something, but there was resistance within our area to say anything so left it alone.:rolleyes:

Not going there again. I will just be told to keep quiet again. I am glad your at least getting it now.
