stave lake Boat ramp

can someone let me know if the boat ramp at stave lake is open during winter months? have some on water testing that with kicker setup and trying to test new autopilot settings. takes me 50 min to trailer the boat there so would be nice to know whether its open for use. is there decent cell phone coverage on the lake or at least near the boat ramp? thanks in advance.

 

[Totally unexpected]

Was just up there last weekend ramp was open trailers and trucks were parked there,but no docks it seems to me I remember there being docks there. Anyway if you have an aluminum boat it would be ok but a fiberglass not so good. As for cell service that im not sure of I know it goes away quickly up there
