"single" barbless hook

Hi all, surely this will be a stupid question.....
Single barbless hook? Most hootchies in the tackle shop have two hooks. Am I misunderstanding this reg? One hootchie one hook..period...or can you have multiple single hooks? i.e. no treble hook???
single barbless hook seems simple but then again the fishing regs themselves are so confusing that 10 guys will give you 11 interpretations on whether you can fish at sandheads (i digress)..

The double tandem hooks included in the hootchies you buy are perfectly legal as long as they are pinched barbless. The regs say that you can use two barbless hooks as long as it is holding one piece of bait. What you CANNOT do is space the two hooks so far apart that there is a chance you can hook two fish on the same tackle. That is the scenario the regs are trying to prevent.
