That being said the Fraser is one of the Most Dangerous places I've ever boated and not just because of all the large work vessels & their wakes.

The article talks mainly about a ferry service on the middle arm, which is not super busy with big ship traffic, because it flows under the No. 2 road bridge and out past the seaplane landing/take-off area. Ships and boats don't really go down that part of the river. However, I can't really see how this would make sense for other reasons. A ferry would really be useful only for crossing to the other side of the river. Even if they build up Richmond center, across the river of the Middle Arm is nothing to go to yet.
